Rijiju denies incursion by China's PLA in Arunachal

ITANAGAR, Oct 28: Union Minister of State for Home Affairs Kiren Rijiju today denied any incursion by China's People's Liberation Army (PLA) in Taksing area of Arunachal Pradesh in recent times. "It is a natural phenomenon as troops from both the sides usually trespass into each other's territory by mistake as there is no definite demarcation of the border. Even Chinese Army sometime claim incursion by Indian Army," Rijiju told media persons at Raj Bhawan helipad here before his departure to New Delhi.

When his attention was drawn to the alleged incursion at Taksing area in Upper Subansiri district about three months ago, Rijiju said that troops from both the countries accidentally trespass into each other's territories during routine patrolling. "Patrolling teams from both the countries trespass into each other territories and sometime confrontations are reported... Incursion along the border takes place only where there is no permanent structure. Since there is no boundary demarcation, such type of ingress will continue. Our troupes are being instructed to be more vigilant and not to allow Chinese to cross our periphery," he said.  Rijiju, however, conceded that Arunachal Pradesh had lost a portion of land to China earlier because of less patrolling but hastened to claim "We have not conceded any inch of our territory to China after NDA came to power at the Centre." He said ITBP had recently arrested three persons of Tibetan origin from Limeking area of Upper Subansiri district.

Their interrogation was on to unearth the truth but language barrier had become an impediment. "I had a meeting with the DG and IG of ITBP this morning and directed them to get the identity and motive of the three persons," he added.

Asked to comment Arunachal Pradesh Chief Minister Nabam Tuki told newsmen that the incursion by PLA was not officially reported to him. "Since the issue is a subject of the External Affairs ministry the state government has no say over it," he quipped. PTI

Arunachal will see repeat of Kargil, warns Minister

NEW DELHI, Oct 28: An Arunachal Pradesh minister on Tuesday warned of a "Kargil-like" situation in the border state as he spoke of a lack of development forcing locals to migrate away from far-flung areas and giving China an opportunity to venture deeper inside Indian territory.

Kalikho Pul, the state's minister of health and tribal affairs, painted a grim picture of the state's territory bordering China and claimed that the Centre's population-based funding was to blame for the lack of development in the thinly-populated state. "What happened in Kargil will happen in Arunachal," he said, referring to the intrusion by Pakistani forces into the Ladakh region in 1999. "People living in border areas are migrating to urban places as they have no facilities. These places are getting empty, due to which China is coming inside," Pul said here at a conference of tribal ministers from the various states and Union Territories.

China disputes Indian sovereignty over large parts of the state.

Finding fault with the Union government's funding based on a state's population, he said that the states are told by the Centre to control their birth rate, but funding is more for states with bigger population.

"It cannot go on like this. What we are supposed to do... You speak here about seven, eight-lane roads, metro trains and what not, but our people do not even have tracks for walking. There is no drinking water, nothing," he told an audience comprising, among others, the Union minister for Tribal Affairs, Jual Oram.

The Centre, he said, should give special preference to the northeastern states.

Oram assured the participants of the Centre's full support in the development of tribal regions and tribals, adding that they should send proposals to the Centre and it would lend them its full support.

Oram also gave the gathering an overview of the various developmental projects undertaken by the Union government.

The ministry will launch a body catering to tribals who have moved to urban centres in search of livelihood, a ministry official said.   PTI

 

Pul seeks special dispensation

ITANAGAR, Oct 28: Arunachal Pradesh being hundred percent tribal state deserves priority consideration, state’s Tribal Affairs Minister Kalikho Pul said and pleaded for reviewing population criteria to release enhanced grants on need basis.

Addressing the consultation meeting of state tribal affairs ministers for evolving a comprehensive strategy to empower the tribal people and ensure their welfare,  convened by Union Tribal Affairs Minister Jual Oram at New Delhi today, Pul said the sensitive border state deserves special dispensation for development funding by considering socio-economic development parameters, resource constraints, difficult geographical terrains, strategic location, high cost of construction and lack of communication facilities etc. Many of the administrative circles in the border areas are yet to be connected by road, he said to justify his claim, according to official source received here.

The state government committed to development of tribal people has created social justice, empowerment and tribal affairs department during 2012-13 for giving focused attention, which is handicapped due to non-availability of adequate man power for effective monitoring and implementation of various development schemes under the ministry.

“I would request the MoTA to consider proposals for creation of minimum supporting staff under central funding for setting up of the Integrated Tribal Development Agency (ITDA) in each district as per GoI guidelines which prescribes those development blocks where ST population is higher than 50% must have ITDAs,” he said.

The state Govt for 2014-15 has submitted 16 infrastructure proposals amounting to Rs.2658.32 lakh (under capital asset), five proposals against ongoing EMRS Bana and Lumla for Rs.205.92 lakh (under recurring grants), 41 proposals amounting to Rs. 8996.47 lakh under education sector for construction of girls and boys hostels which should be considered on priority.

The local people inhabiting along international border of Bhutan, China and Myanmar have started migrating towards urban areas because of non-existence of minimum infrastructure facilities there. Therefore, the state Govt would submit fresh proposals on social and livelihood sectors soon, he added. Pul was accompanied by Tribal Affairs Commissioner Hage Kojin.

 

 

Gabriel sworn in as Kanubari MLA

ITANAGAR, October 28: The newly elected MLA from 58-Kanubari (ST) Assembly constituency, Gabriel Denwang Wangsu was sworn-in today as the member of State Legislative Assembly.

Wangsu won the Kanubari by-poll held on October 15 on a Congress ticket.

Speaker State Legislative Assembly, Nabam Rebia,  administered the oath of office and secrecy at the Nokmey Namati Hall of the Assembly secretariat, Naharlagun.

It may be mentioned here that the by-poll of the Kanubari Assembly constituency was necessitated following the demise of the then sitting MLA Newlai Tingkhatra on May 7 last.

In the by-poll, Wangsu defeated his nearest rival candidate Rongnai Maham of BJP by a margin of 885 votes.

Born on June 22, 1972, Wangsu was the founder editor of the local daily, The Dawnlit Post, before he decided to enter into mainstream politics.

An Assam Sahitya Sabha’s Harihar Choudhury Awardee, he is proficient in six languages including his mother tongue.

He has travelled widely to Bangladesh, Nepal, Thailand, United States, England and Myanmar.

Married to Purabi Taikam Wangsu, they are blessed with two sons and two daughters.

The former editor has also directed and produced many documentaries, such as The Stilwell Road (2000), Namdapha- a true wilderness (2003), Paa of the past(2006), The King was a rebel (2007), Triumph over Tisa (2007), Road of the East (2008) and Across the river Noa-Dihing (2007) among others.

Among the many programmes that he had attended as a journalist, Wangsu was the lone representative from North East India at the seminar on Economic Globalization and Environmental Sustainability organized by the World Bank in Goa in 1997. He was also selected for working under EDI of WB in Karachi, Pakistan. He also attended a month long International Leadership Programme (Broadcast media) in the US in 2006.

 

 

Energy Conservation training held

TEZU, Oct 28: Arunachal Pradesh Energy Development Agency (APEDA), Tezu division conducted a one-day training programme on Energy Conservation, Energy Conservation Building Code (ECBC) and Standard & Labelling for the Government employees and panchayat leaders at Tezu today.

While inaugurating the training programme, Lohit District Deputy Commissioner Dr. BM Mishra said “we all should learn and do the common practices of energy conservation at home and offices. Judicious use of energy is one of the measures by which our natural resources could be saved from complete depletion. We all including the officers being the first target group should have the first hand ideas about energy saving and spread the same message to others to follow.”

He also advised the panchayat members including the ZPM Tezu to spread the energy conservation message to the villagers.

The Lohit SP Ved Prakash Surya said that our non-renewable sources of energy like coal, petrol, diesel etc are diminishing rapidly for which we should adopt energy conservation activities in our day to day lives.

He also urged to use the renewable energy devices like solar lamps etc. He further said that due to rampant use of natural resources, there is threat to our earth due global warming and rise in the earth’s temperature and if energy conservation activities are not taken up, there would be big catastrophe in the future. He also urged the participants to spread the message of energy conservation to the children and youngsters.

The Tezu ZPM, Haweli Kri urged the panchayat leaders to do the energy conservation practices at the village level and spread the message of energy conservation. She also urged the department to conduct such programme at the village level.

The resource person K Mallick from National Productivity Council (NPC), Kolkata explained various aspects of energy conservation, standard and labelling and energy conservation building coded. He informed that our natural resources are rapidly depleting and will last for few years, like Coal for 200 years, Natural Gas for 65yrs, Petroleum Oil for 45 years. They have taken millions of years to form and once they are depleted, we may not see them again, so there is no alternative and we must use the energy judiciously for self and nation. He also explained the various aspects of Star Labelling and conservation of energy in the commercials building.

Earlier, APEDA Deputy Director, Tezu division, Er. M Bam also urged the people to judiciously use energy and informed that due to rapid urbanization, our energy demands are increasing with limited resources. DIPRO

 

 

PHED conducts awareness camps on Nirmal Bharat Abhiyan

ITANAGAR, Oct 28: To mark the Swachch Bharat Abhiyan, the Public Health Engineering and Water Supply (PHE& WS), Seppa division conducted a series of sensitization programmes on Nirmal Bharat Abhiyan (NBA) highlighting the importance of consuming only safe drinking water, proper health and sanitation practices and Village Water & Sanitation Committee (VWSC) at Veo, Lumdang, Pakoti, 14th Mile, Rang and Fangche village recently.

Launching the awareness campaign, District Water and Sanitation Consultant Koro Liyak explained the motto of Swachch Bharat Abhiyan, an initiative to make the country garbage free by 2019 as a as a befitting tribute to Father of the Nation Mahatma Gandhi on his 150th Birthday.

He also told that most of the diseases are caused by open defecation. He advised the villagers to avail Govt. schemes of Individual Household Latrine (IHHL) for BPL and APL families.

Assistant Engineer, Tung Sono elaborated about the importance of safe drinking water, maintaining good health and sanitation practices and the role Village Water & Sanitation committee (VWSC). He also appealed to the PRI members to cooperate with the department for smooth implementation of various schemes and programmes at rural areas. He also informed the gathering that the Department is going to handover all the completed water supply schemes to VWSC members.

M. Riba, Executive Engineer PHE & WS Seppa Division spoke about various diseases caused by unsafe drinking water and advised the villagers to boil water before consuming it to keep some waterborne diseases at bay. He also attributed pigsty latrine and open defecation as the major causes of diseases. Riba also asked the villagers to avail the opportunity of IHHL.

At 14th Mile, ZPM Rajo Gyadi attended the awareness program as resource person.

The Department engineers asked the villagers to rear pigs in proper and hygienic manner. They suggested the participants to construct low cost individual latrines for which fund is provided by the government through PHE & WS Department.

The awareness meetings were actively participated by the PRI members, teachers, Anganwadi workers, ASHAs and villagers.

 

 

Tea Board restricts application of chemicals

ITANAGAR, Oct 28: The Tea Board of India (TBI) has imposed stringent regulation on pesticide application in Tea through Plant Protection Code (PPC) with effect from January 1 next year. TBI will allow very few chemicals to be applied in Tea cultivation for controlling pests and diseases as approved by the Central Insecticidal Board (CIB) with fixed maximum residue limit in Tea against each chemical, informed Director of Trade and Commerce Tokong Pertin in a release.

“If any approved chemical beyond MRL or any trace of banned chemical pesticide is found in made tea, not only the produce would be disqualified to be sold in market, but the producer could be prohibited to manufacture Tea,” the TBI regulation said.

This is a serious issue to be addressed by the tea growers of the state of Arunachal Pradesh as tea manufacturing agencies would surely deny purchasing of green leaves having chemical residue beyond MRL or containing banned chemicals, Pertin said.

The tea growers have to apply only CIB and TRA approved chemical pesticides in right dilution at right time by maintaining adequate time gap of minimum seven days between spraying and plucking to avoid the risk of having residue limit beyond MRL.

Pertin urged the tea growers of the state to follow the Integrated Pest Management (IPM) practices developed and designed by Tocklai Tea Research Institute (TTRI), TRA, Jorhat, Assam for the benefit of both the big agency houses and small tea growers. Tea growers must have to avoid the application of chemical pesticides not recommended by CIB and TRA, he said.

The Arunachal Advisory Centre, Tea Research Association (TRA) is issuing quarterly Advisory Bulletins for tea growers of Arunachal Pradesh on regular basis, and the list of CIB and TRA approved chemical pesticides with doses and dilutions is attached with each bulletin which is circulated by the Department of Trade & Commerce to the tea growers in January, April, July and October.

Tea growers should follow the guidelines of TRA for controlling pests and diseases as elaborated in the bulletins in addition to other cultural operations, Pertin suggested.

In conventional tea cultivation application of chemical pesticides for controlling pests and diseases is an integral part of management practices. But tea is a consumable product and unwanted residue of chemical pesticide in it creates serious health concern for the consumer.

Moreover, indiscriminate application of chemical pesticides causes serious threat to the balance of natural flora and fauna for which incidence of pest and disease has increased day by day.

 

 

LDV takes steps to check sexual abuse of school children

ROING, Oct 28: The growing numbers of child abuse cases in the form of sexual harassment in different parts of the country have shaken the humanity. The sexual harassment of the school children across the country particularly the girl students has become a major concern not only for the parents and the society but also for all the law enforcing authorities and policy makers. Some cases of sexual abuses of the students in few private run residential schools were also reported recently in our state too which drew severe flak and evoked condemnation from all quarters of the society. It was revealed that children between the age group of 4 to 12 years are most vulnerable to sexual abuse.

The law enforcing authorities felt that these unwanted behaviour and activities are happening due to lack of mechanism to check the behaviour of the school staff. In spite of knowing that some of the teachers and staff as well as school van drivers etc are committing unwanted acts with them, the students hesitate to disclose it before the parents.

Though there are various Acts such as Protection of Children from Sexual Offences Act 2012, Juvenile Justice Act to deal with such cases and other various advisories being issued by the Central Govt, the common people are unaware of such Acts. Hence, the Govt of India has issued directives to all the District Magistrates and District Superintendents of Police to take steps in a coordinated way to check sexual harassment to school children. Theses directives include organization of awareness programme for staff and managements of schools, teachers and HoDs, etc. and children sensitization programme by reputed NGOs and Govt agencies like Child Development Department to get verified character and antecedents of newly recruited staff (a uniform methodology for the verification of character and antecedents to be evolved by the Department of Education as well as further supervision of behaviour), formation of  committee on prevailing sexual harassment cases if any, proper verification of identity of all vehicles drivers and attendants in schools before their appointments, complaint box in school where victim can drop their problems without signature.

In this regard, Lower Dibang Valley district administration has constituted a district level committee with Superintendent of Police as its Nodal Officer.  In a meeting held recently at Roing, LDV Deputy Commissioner Shiv Kumar has instructed all principals to get the characters of all employees and staffs verified from police and also made it a mandatory to appoint at least one Nodal Officer preferably a lady teacher in every school for looking after sexual abuse related problem. It was also resolved to conduct awareness programme by liaising with reputed NGOs in the district and to instruct SMCs to conduct enquiry on receipt of any such report. Principals were also instructed to conduct interactive sessions with students which will also include training sessions for all age group.

It was informed that some of the Govt and private residential schools of the district have already appointed nodal officers after receiving the instruction from the Deputy Director of School Education, Roing.  DIPRO

 

 

ABK WW demands speedy investigation into mysterious death of Mizo boy

Pasighat, Oct 28: The East Siang unit of Women’s Wing of Adi Bane Kebang in solidarity with the family members of Mizo boy Lalmuankima Chiawngthu, who was found dead on the banks of Siang on Sunday morning, demanded prompt investigation to reveal the cause of mysterious death. Lalmuankima was a student of College of Horticulture & Forestry here.

The ABK WW team, which has been fighting against drugs menace in the district, said that, the incident has left everyone in a state of shock and ashamed the people of oldest town in the state.

While sharing its pain and grief with the bereaved family and friends of the deceased, the ABK unit urged authority concerned to speed up the investigation to unearth the cause behind his death.

Meanwhile, Pasighat police informed that they are continuing investigation and will interrogate the roommate of the deceased, who has reportedly gone to Mizoram along with the body.

SP Devendra Arya said that they are waiting for the call record details and post mortem report to proceed further.

‘Protect and preserve flora and fauna’

ITANAGAR, Oct 28: The Eco-Friendly Society Magi Likabali has appealed to one and all to protect and conserve wildlife and biodiversity of Magi and Likabali area in particular and the state in general.

Rampant hunting of wildlife for meat and commercial purpose, and fishing in Siji Siu, Hinte, Sima Rivers are still going on unabated leading to over exploitation of wildlife despite the society’s efforts for protection and conservation of Magi Lake and its peripheral area bestowed with many common and rare wild-life species like Deer, Hornbill, Red Kingfisher, Stag, Bear, Elephant etc, the Society said in a release.

The society appealed to all the senior citizens, youths of the area and inhabitants of Siji and Kane village and people of Likabali Sub-Division to join in protecting and preserving flora and fauna of the area.

The society will be compelled to initiate legal action under relevant laws against those found indulging in such illegal activity besides imposing penalty the release added.

 

Villagers conduct cleanliness drive

ITANAGAR, Oct 28: The youths and students of New Bunting village influenced by the Swachch Bharat Abhiyan called upon the villagers for cleanliness drive in the vicinity of the village.

The youths and villagers cleared the surroundings and strongly appealed to the villagers to make private piggeries.

The cleanliness campaign was initiated by the senior students of the village, who highly motivated the youth and villagers for clean environment and participated in a large numbers.

Addressing the gathering the panchayat leaders appreciated the youth for their enthusiasm, as well as the government for such motivating campaign.

 

Meeting on garbage management held

ITANAGAR, Oct 28: A meeting was held under the chairmanship of former IPR Director Leki Phuntso at state guest house, Naharlagun on October 25 to discuss garbage, sanitation problems and other issues relating to Municipal Ward No 22.

The meeting after a threadbare discussion resolved that the Bazar Committee should not collect monthly civil charge from the shops within Ward No 22.

For management of garbage, the meeting appealed to the residents of the Ward to voluntarily organize cleanliness drive atleast twice a month to keep their Ward neat and clean.

T. Jerang, Administrative Officer, IMC admitted that IMC has been unable to collect and dispose garbage due to non-availability of  fund and vehicles. He requested the general public to support the civic charge.

Dr. L. Jampa State Epidemiologist said that garbage creates heaven for mosquitoes to multiply their population thus spreading diseases like Malaria, JE etc. The unhygienic condition also causes various water borne diseases like Typhoid, diarrhea etc, he said.  

Tarh Pacho, Councilor, Ward No. 22, opined for one dumping point from the six existing for easy collection of garbage.

Takum Tatak, JE, PHED has expressed concern over the impending environment pollution due to lack of proper garbage management.

Chukhu Tacho, Assistant Engineer, PWD said that lack of proper drainage system and increase in population have been the other major causes of increasing waste materials.

 

Free health camp at Mother’s Home

ITANAGAR, Oct 28: NHPC Itanagar team lead by its Executive Director, Ronel Kumar conducted a free health camp at Mother's Home, Lekhi village, Naharlagun yesterday.

The medical team headed by Dr. N Nalo provided necessary medicines free of cost and assured to visit the home twice a week as follow up health check up of the inmates.

Kumar also assured to provide wheel chairs, hearing aids and necessary medical stationeries to the inmates of the home.

 

NSC rally organized at Rumgong block

AALO Oct 28: In continuation to the National Sanitation Campaign by the District Water and Sanitation Mission, a rally was organized at Rumgong Block recently.

While flagging off the rally, ZPM Tanam Taggu, appealed the officers and educated youths of his block to encourage their families for construction and use of toilet and discourage open defecation. He also appealed the participating students to share the message of sanitation to their parents and asked them to keep their toilet, school and hostel compound clean.

PHE&WS, AE Pojom Padu, said the people of the area and the PRI members of the block are not placing their demands for toilet   construction even after series of awareness campaigns in the area. He expressed his concern over not using toilet after receiving intensive amount from the implementing agency. DIPRO

 

Fire accident awareness camp

PASIGHAT, Oct 28: Department of Disaster Management, Pasighat organized an awareness campaign at Panchayat conference hall, Pasighat today.

While addressing the gathering, the ZPC Kaling Dai appealed the people to take adequate preventive measures and to spread awareness on fire safety measures in the society. He urged the people to be cautious while lighting candle, incense sticks and fire crackers, and also suggested for frequent checking of household electrical wiring system. He further appealed the people to intensify traditional “Lamkang” system to prevent accidents.

Earlier, in her keynote address, DDMO Ganden Tsomu highlighted on general fire safety precautions, role of Disaster Management Department.

Later, the gathering decided to stop construction of additional kaccha rooms in government quarters and also decided to approach concerned department to provide more fire tenders in Pasighat. The meeting was attended by PRI members of Bogong, Bosing and Mebo blocks.

EKCC&I calls for early renovation of deplorable Seppa to Bana road

ITANAGAR, Oct 28: Drawing attention to the deplorable road condition between Seppa and Bana in East Kameng district, the East Kameng Chamber of Commerce and Industry (EKCC&I) has called upon the concern authority for repairing of the road immediately.

In a release, it said, the road is being used by more than 200 to 300 vehicles every day. If the road is not maintained, the day wouldn’t be far when instead of travelling by vehicle, people will have to walk.

It further suggested that the state government place a proper allocation of funds for the maintenance of the road.

 

ASYF calls for action against illegal earth cutting

ITANAGAR, Oct 28: Alleging illegal earth cutting along the PWD road from Khunglo village to Pith Nallah near Sagalee in Papum Pare district has caused serious damage to the drainage system and the road, the All Sagalee Youth Federation (ASYF) has called for prompt action against the wrong doers.

In a complaint to the SP Papum Pare, the ASYF stated that some people from Charling village/Pith village had carried out the illegal earth cutting on the road without any approval from the concern authority.

It is a serious cognizable offence under section 3 of the Prevention of Damage to Public Property Act, 1984. If the earth cutting is not stopped, the road will be washed completely away during the next monsoons, it added.

 

Social service conducted

ITANAGAR, Oct 28: A mass social service was organized at Lower Tigdo village on October 24 last. During the day-long social service which was organized under the leadership of Lower Tigdo Village Committee Taring Ruja, the potholes on the road from Govt Middle School Tigdo to Lower Tigdo were filled with sand and gravels.

 

DNGC college week concludes

ITANAGAR, Oct 28: The 35th Annual college week of Dera Natung Govt College here concluded on October 24 last. Jal House was declared the winner of the four-day event.

Speaking on the occasion, Changlang North MLA Tesam Pongte advised the students to take up academic career as well as extracurricular activities like games and sports, cultural and literary activities simultaneously as part of their education.

 

KSY awareness camp for adolescent girls

ITANAGAR, Oct 28: A day-long health awareness and training programme under Kishori Shakti Yonjna (KSY), was organized for adolescent girls and school dropouts at Pachi village, Pipu,East Kameng  yesterday.

Child Development Project Officer, Bana, DK Thungon spoke on the participants about Domestic Violence Act, 2005, child trafficking and many other ill practices and issues prevailing in the society. He distributed pamphlets containing information on the supporting legal structure in the district such as protection officer and service provider for Domestic Violence Act.

Medical Officer Dr. K Sopin explained on life-cycle and various stages of a girl child’s physiological as well as psychological development. He emphasized on proper sex education for adolescents in order to avoid early pregnancy which is highly prevalent in the district.

Assistant Professor of Seppa Government College, Pema Yangchin explained the importance of girl education, women empowerment and about Right to Education.

Inspiring the adolescent girls, MS Bagang, Assistant Professor and first women post graduate degree holder from East Kameng, highlighted on the various community and district specific problems faced by the womenfolk.

Later, the participants were trained on preparing Gulab Jamun, Momo, Aloo Chop, Pakoda, Noodles, Namkeen etc.

Pipu CDPO Lenzing Tagi assured to organize more such programmes in future.

A total of 146 adolescent girls from Pipu and Gyawepurang circle attended the programme.

 

AVP talent hunt

ITANAGAR, Oct 28: Arunachal Vikash Parishad. Upper Subansiri unit conducted a youth talent hunt programme in the fields of art, culture and sports at Daporijo yesterday.

Addressing the youths on the occasion, both Sigin-1 ZPM Tayum Motu and Indigenous Faith and Cultural Society of Arunachal Pradesh district unit president Puluk Lida, exhorted the youths to preserve, protect and promote the indigenous faith and culture and traditional sports like archery.

“While prayer leads us nearer to God, patriotic songs inculcate the sense of patriotism, oneness, belongingness among the youths,” they opined.

Altogether, 65 selected youths from various circles in the district, participated in the talent hunt where archery, local prayers and patriotic song competitions were held.

 

APSPCB holds board meeting

ITANAGAR, Oct 28: The XIIth board meeting of Arunachal Pradesh State Pollution Control Board (APSPCB) was held in the conference hall, Paryavaran Bhawan, Papu Hill, Naharlagun today. The meeting was presided over by PCCF & Principal Secretary (Environment & Forests) cum Chairman, APSPCB, Omkar Singh.

Besides discussing the budget proposal, audit of accounts, the board members stressed on the need to create awareness within the state and the frequent monitoring of Air Quality, Water Quality, Inventorization of Polluting sources, Quantification of Hazardous Wastes, Bio-medical Wastes, E-Wastes for generating a baseline data. The board members were of the view that efforts should be made to organise seminars and workshops frequently by the Board.

The members also emphasized that all types of industries listed under Schedule-VIII of Arunachal Pradesh Water (Prevention & Control of Pollution) Rules 2000 that are operating without the consent of State Pollution Control Board (SPCB) are required to obtain consent under relevant acts and rules. Failure to comply by such defaulters shall be penalised under relevant sections. They further added that, registration of polluting sources and units helps in generation of correct information and help to develop mitigation measures for preservation of the environment for the future.

AFSPA shouldbe repelled

The issue of Armed Forces Special Power Act, 1958 has been brought to limelight in the state following a consultative meeting held yesterday by North East Student Organization and All Arunachal Pradesh Student Organization to solicit the people’s opinion. As an outcome of the meeting, it was revealed that this draconian law is applicable in Arunachal too within the radius of 20 KM from Assam boundary. Many Arunachalees were not aware of this, as it is generally assumed that AFSPA is only in place at so called disturbed districts like Tirap, Changlang and Longding.

Many incidents of armed personnel carrying out extra-judicial killing of innocent lives in the state using AFSPA as ‘shield’ has not been properly reported in the media. People of Tirap, Changlang and Longding have been suffering due to this draconian law. Very recently the ministry of home affairs extended AFSPA for another six month in the state. People of Arunachal should know these facts and take up cudgel to seek repelling of this inhuman act. This act came into existence in the year 1958 and since then it has not been removed by the union government. At the time of implementation, govt. of India had promised that it will be for temporary. They have cheated on us and it’s time the whole NE people together stand up and fight for the immediate repelling of this racist law.

Plight of the Pidi circle

Dear Editor,

Through the columns of your esteemed daily, I would like to draw the attention of concern authorities and the political leaders of the region towards the pathetic condition of the Suspension Bridge over a river under Pidi Circle of Mechukha sub-division, West Siang District.

The said bridge is about 40 years old and is the only means that connect Pidi village, Headquarter of Circle Office, with the rest of the world. Ironically, the condition of the lone bridge is so bad that even the denizens of the area fear to step on it. The concern authorities and the political leaders seem to take their eyes off this disturbing plight.

It got capsized due to rusting on the wires and the trees on which these wires are wrapped are about to up-root. Its miserable condition shows that no initiative to renovate it has been carried out for a quite long time from Govt.’s side. The problems being faced by the Govt. staffs posted here are inexplicable.

The criss-cross tying of bamboo robes on the bridge indicate the perpetual effort of the local people to prevent it from falling. But the question is to what extend could this suspension bridge be saved by local maintenance? The worse sufferers are those who have to come across the bridge to collect rice on their back and thence to their home via this fatal bridge.

The condition of the suspension bridge is extremely bad. It may collapse at any time.

I appeal to all concern to look into the matter seriously before any untoward incident take place.

We will overcome all odds

Dear Editor,

Paving the way for a great journey ahead, Minister, Health and Family Welfare, Govt of Arunachal Pradesh, visited First Referral Unit (FRU) Ruksin on October 25 with his staffs.

One of the most versatile and well versed Ministers in the entire state; he walked along with Doctors and staffs, through the long corridors of the one and only functional FRU in the entire State.

Arriving early, he walked through every rooms of the hospital. Mr Minister even had a peep at the indoor toilet, a rare gem of an attitude found in high profile visitors. He interacted with admitted patients (Surgery, Obstetrics and gynaecology, Medicine, Orthopaedics etc) and enquired about the shortcomings of the hospital.

In the meantime he interacted with his officer and asked him to arm the establishment with adequate manpower and basic emergency facilities so that the people of Ruksin Subdivision and other adjoining Subdivisions viz, Nari, Likabali doesn’t suffer.

 In his interactive speech  he felt sorry for the dilapidated state of the unused sophisticated machines in RDC, Ruksin and promised to take immediate remedial step. He also apologised on behalf of his earlier counterparts for their mistakes, lack of innovative moves, proper monitoring, and short-sightedness that led to these kinds of misadventures.

Mr. Minister appreciated the team of Doctors and staff posted at FRU Ruksin, for their relentless service to the mankind that too with bare minimum facilities available and urged them to continue their effort in bringing down IMR and MMR, malaria related deaths.

My appreciation goes out for Mr. Minister for having such detailed knowledge of the Health structures and health Indicators of the nation and Arunachal Pradesh in particular. It was like; he had all data in his finger tips. He was so well acquainted with medical terminologies which otherwise are tongue twisters for the common man. In spite of not having medical background, he was so well read that one would be taken aback with his vast knowledge of medical sciences.

He strongly sent out the message, that to bring changes and improvement in any sector one should have thorough knowledge about the system.

Mr. Minister, you are indeed a great personality to be with, and I am of the opinion that, Arunachal Pradesh, Health and Family Welfare Ministry is going to be one of the most appreciated ministries and armed with your views, we are sure to achieve new heights in health sector.

With you on our side we are certain that we can overcome all odds.

Reform the institution

Dear Editor,

I had joined Delhi University with lots of hope to get good higher education and then to return to Arunachal Pradesh to get some good job. This has been the aspiration of my parents and I think it’s the aspiration of all the parents.

In the context of recent problem of APPSC mains paper-2014 leakage, my hopes are almost shattered. I see my future and many other students’ future in darkness with respect to jobs offered by the commission.

There has been no strong protest from student unions of AP, Chief Minister, opposition party, NGOs, elite societies, civil societies etc except for this esteem paper to reveal the leakage of the APPSC mains-2014 paper and some aspirant who approached the Governor. The issue has not been of interest to anybody.

As an educated youth of AP, I would like to request our Chief Minister Nabam Tuki to reform  the commission and give hope to the thousands of educated youths of the state.

UPSC has established a fool proof procedure and mechanism to recruit best people to administrate India.

My humble suggestion to the chief minister and  the commission is to adopt the way UPSC conducts its exams. Such adoption would not only help APPSC maintain a respectable and clean stature but would also keep the hope of thousands of youths of AP alive for all generations to come. When the hopes of educated youths die, the society will turn into chaos.

Clean the mentality

Dear Editor,

Is cleaning the streets the be-all and end-all of the society? What is the use of clean localities if we allow own fellow countrymen to get subjected to racial attacks; treat particular languages, cultures, races and religions as “mainstream” rendering the rest as “aliens”; India continues its leading position in Global Slavery Index and the “nationalists” try to sweep the ills and scandals of acute poverty, hunger, malnutrition, illiteracy, child as well as bonded labour, communalism, casteism, regionalism, honour-killings and sexual atrocities under the glamorous and jingoistic carpet of IT Revolution and Mars mission!

Indeed there lies everything wrong in our sense of cleanliness. A massive campaign needs to be urgently launched urging all to clean their minds by getting rid of zealous “nationalism”, divisive thoughts, bias and prejudices and philistine attitude towards the women folk who have been rendered to mere “sex objects”.
