Rijiju denies incursion by China's PLA in Arunachal
ITANAGAR, Oct 28: Union Minister of State for Home Affairs Kiren Rijiju today denied any incursion by China's People's Liberation Army (PLA) in Taksing area of Arunachal Pradesh in recent times. "It is a natural phenomenon as troops from both the sides usually trespass into each other's territory by mistake as there is no definite demarcation of the border. Even Chinese Army sometime claim incursion by Indian Army," Rijiju told media persons at Raj Bhawan helipad here before his departure to New Delhi.
When his attention was drawn to the alleged incursion at Taksing area in Upper Subansiri district about three months ago, Rijiju said that troops from both the countries accidentally trespass into each other's territories during routine patrolling. "Patrolling teams from both the countries trespass into each other territories and sometime confrontations are reported... Incursion along the border takes place only where there is no permanent structure. Since there is no boundary demarcation, such type of ingress will continue. Our troupes are being instructed to be more vigilant and not to allow Chinese to cross our periphery," he said. Rijiju, however, conceded that Arunachal Pradesh had lost a portion of land to China earlier because of less patrolling but hastened to claim "We have not conceded any inch of our territory to China after NDA came to power at the Centre." He said ITBP had recently arrested three persons of Tibetan origin from Limeking area of Upper Subansiri district.
Their interrogation was on to unearth the truth but language barrier had become an impediment. "I had a meeting with the DG and IG of ITBP this morning and directed them to get the identity and motive of the three persons," he added.
Asked to comment Arunachal Pradesh Chief Minister Nabam Tuki told newsmen that the incursion by PLA was not officially reported to him. "Since the issue is a subject of the External Affairs ministry the state government has no say over it," he quipped. PTI

PHED conducts awareness camps on Nirmal Bharat Abhiyan
ITANAGAR, Oct 28: To mark the Swachch Bharat Abhiyan, the Public Health Engineering and Water Supply (PHE& WS), Seppa division conducted a series of sensitization programmes on Nirmal Bharat Abhiyan (NBA) highlighting the importance of consuming only safe drinking water, proper health and sanitation practices and Village Water & Sanitation Committee (VWSC) at Veo, Lumdang, Pakoti, 14th Mile, Rang and Fangche village recently.
Launching the awareness campaign, District Water and Sanitation Consultant Koro Liyak explained the motto of Swachch Bharat Abhiyan, an initiative to make the country garbage free by 2019 as a as a befitting tribute to Father of the Nation Mahatma Gandhi on his 150th Birthday.
He also told that most of the diseases are caused by open defecation. He advised the villagers to avail Govt. schemes of Individual Household Latrine (IHHL) for BPL and APL families.
Assistant Engineer, Tung Sono elaborated about the importance of safe drinking water, maintaining good health and sanitation practices and the role Village Water & Sanitation committee (VWSC). He also appealed to the PRI members to cooperate with the department for smooth implementation of various schemes and programmes at rural areas. He also informed the gathering that the Department is going to handover all the completed water supply schemes to VWSC members.
M. Riba, Executive Engineer PHE & WS Seppa Division spoke about various diseases caused by unsafe drinking water and advised the villagers to boil water before consuming it to keep some waterborne diseases at bay. He also attributed pigsty latrine and open defecation as the major causes of diseases. Riba also asked the villagers to avail the opportunity of IHHL.

The Department engineers asked the villagers to rear pigs in proper and hygienic manner. They suggested the participants to construct low cost individual latrines for which fund is provided by the government through PHE & WS Department.
The awareness meetings were actively participated by the PRI members, teachers, Anganwadi workers, ASHAs and villagers.
Tea Board restricts application of chemicals
ITANAGAR, Oct 28: The Tea Board of India (TBI) has imposed stringent regulation on pesticide application in Tea through Plant Protection Code (PPC) with effect from January 1 next year. TBI will allow very few chemicals to be applied in Tea cultivation for controlling pests and diseases as approved by the Central Insecticidal Board (CIB) with fixed maximum residue limit in Tea against each chemical, informed Director of Trade and Commerce Tokong Pertin in a release.
“If any approved chemical beyond MRL or any trace of banned chemical pesticide is found in made tea, not only the produce would be disqualified to be sold in market, but the producer could be prohibited to manufacture Tea,” the TBI regulation said.
This is a serious issue to be addressed by the tea growers of the state of Arunachal Pradesh as tea manufacturing agencies would surely deny purchasing of green leaves having chemical residue beyond MRL or containing banned chemicals, Pertin said.
The tea growers have to apply only CIB and TRA approved chemical pesticides in right dilution at right time by maintaining adequate time gap of minimum seven days between spraying and plucking to avoid the risk of having residue limit beyond MRL.
Pertin urged the tea growers of the state to follow the Integrated Pest Management (IPM) practices developed and designed by Tocklai Tea Research Institute (TTRI), TRA, Jorhat, Assam for the benefit of both the big agency houses and small tea growers. Tea growers must have to avoid the application of chemical pesticides not recommended by CIB and TRA, he said.
The Arunachal Advisory Centre, Tea Research Association (TRA) is issuing quarterly Advisory Bulletins for tea growers of Arunachal Pradesh on regular basis, and the list of CIB and TRA approved chemical pesticides with doses and dilutions is attached with each bulletin which is circulated by the Department of Trade & Commerce to the tea growers in January, April, July and October.
Tea growers should follow the guidelines of TRA for controlling pests and diseases as elaborated in the bulletins in addition to other cultural operations, Pertin suggested.
In conventional tea cultivation application of chemical pesticides for controlling pests and diseases is an integral part of management practices. But tea is a consumable product and unwanted residue of chemical pesticide in it creates serious health concern for the consumer.
Moreover, indiscriminate application of chemical pesticides causes serious threat to the balance of natural flora and fauna for which incidence of pest and disease has increased day by day.
LDV takes steps to check sexual abuse of school children

ROING, Oct 28: The growing numbers of child abuse cases in the form of sexual harassment in different parts of the country have shaken the humanity. The sexual harassment of the school children across the country particularly the girl students has become a major concern not only for the parents and the society but also for all the law enforcing authorities and policy makers. Some cases of sexual abuses of the students in few private run residential schools were also reported recently in our state too which drew severe flak and evoked condemnation from all quarters of the society. It was revealed that children between the age group of 4 to 12 years are most vulnerable to sexual abuse.
The law enforcing authorities felt that these unwanted behaviour and activities are happening due to lack of mechanism to check the behaviour of the school staff. In spite of knowing that some of the teachers and staff as well as school van drivers etc are committing unwanted acts with them, the students hesitate to disclose it before the parents.
Though there are various Acts such as Protection of Children from Sexual Offences Act 2012, Juvenile Justice Act to deal with such cases and other various advisories being issued by the Central Govt, the common people are unaware of such Acts. Hence, the Govt of India has issued directives to all the District Magistrates and District Superintendents of Police to take steps in a coordinated way to check sexual harassment to school children. Theses directives include organization of awareness programme for staff and managements of schools, teachers and HoDs, etc. and children sensitization programme by reputed NGOs and Govt agencies like Child Development Department to get verified character and antecedents of newly recruited staff (a uniform methodology for the verification of character and antecedents to be evolved by the Department of Education as well as further supervision of behaviour), formation of committee on prevailing sexual harassment cases if any, proper verification of identity of all vehicles drivers and attendants in schools before their appointments, complaint box in school where victim can drop their problems without signature.
In this regard, Lower Dibang Valley district administration has constituted a district level committee with Superintendent of Police as its Nodal Officer. In a meeting held recently at Roing, LDV Deputy Commissioner Shiv Kumar has instructed all principals to get the characters of all employees and staffs verified from police and also made it a mandatory to appoint at least one Nodal Officer preferably a lady teacher in every school for looking after sexual abuse related problem. It was also resolved to conduct awareness programme by liaising with reputed NGOs in the district and to instruct SMCs to conduct enquiry on receipt of any such report. Principals were also instructed to conduct interactive sessions with students which will also include training sessions for all age group.

ABK WW demands speedy investigation into mysterious death of Mizo boy

Pasighat, Oct 28: The East Siang unit of Women’s Wing of Adi Bane Kebang in solidarity with the family members of Mizo boy Lalmuankima Chiawngthu, who was found dead on the banks of Siang on Sunday morning, demanded prompt investigation to reveal the cause of mysterious death. Lalmuankima was a student of College of Horticulture & Forestry here.
The ABK WW team, which has been fighting against drugs menace in the district, said that, the incident has left everyone in a state of shock and ashamed the people of oldest town in the state.
While sharing its pain and grief with the bereaved family and friends of the deceased, the ABK unit urged authority concerned to speed up the investigation to unearth the cause behind his death.
Meanwhile, Pasighat police informed that they are continuing investigation and will interrogate the roommate of the deceased, who has reportedly gone to Mizoram along with the body.

Villagers conduct cleanliness drive
ITANAGAR, Oct 28: The youths and students of New Bunting village influenced by the Swachch Bharat Abhiyan called upon the villagers for cleanliness drive in the vicinity of the village.
The youths and villagers cleared the surroundings and strongly appealed to the villagers to make private piggeries.

Meeting on garbage management held
ITANAGAR, Oct 28: A meeting was held under the chairmanship of former IPR Director Leki Phuntso at state guest house, Naharlagun on October 25 to discuss garbage, sanitation problems and other issues relating to Municipal Ward No 22.
The meeting after a threadbare discussion resolved that the Bazar Committee should not collect monthly civil charge from the shops within Ward No 22.
For management of garbage, the meeting appealed to the residents of the Ward to voluntarily organize cleanliness drive atleast twice a month to keep their Ward neat and clean.

Free health camp at Mother’s Home
ITANAGAR, Oct 28: NHPC Itanagar team lead by its Executive Director, Ronel Kumar conducted a free health camp at Mother's Home, Lekhi village, Naharlagun yesterday.
The medical team headed by Dr. N Nalo provided necessary medicines free of cost and assured to visit the home twice a week as follow up health check up of the inmates.
Kumar also assured to provide wheel chairs, hearing aids and necessary medical stationeries to the inmates of the home.
NSC rally organized at Rumgong block
AALO Oct 28: In continuation to the National Sanitation Campaign by the District Water and Sanitation Mission, a rally was organized at Rumgong Block recently.
While flagging off the rally, ZPM Tanam Taggu, appealed the officers and educated youths of his block to encourage their families for construction and use of toilet and discourage open defecation. He also appealed the participating students to share the message of sanitation to their parents and asked them to keep their toilet, school and hostel compound clean.
PHE&WS, AE Pojom Padu, said the people of the area and the PRI members of the block are not placing their demands for toilet construction even after series of awareness campaigns in the area. Fire accident awareness camp
PASIGHAT, Oct 28: Department of Disaster Management, Pasighat organized an awareness campaign at Panchayat conference hall, Pasighat today.
While addressing the gathering, the ZPC Kaling Dai appealed the people to take adequate preventive measures and to spread awareness on fire safety measures in the society. He urged the people to be cautious while lighting candle, incense sticks and fire crackers, and also suggested for frequent checking of household electrical wiring system. He further appealed the people to intensify traditional “Lamkang” system to prevent accidents.
Earlier, in her keynote address, DDMO Ganden Tsomu highlighted on general fire safety precautions, role of Disaster Management Department.

EKCC&I calls for early renovation of deplorable Seppa to Bana road
ITANAGAR, Oct 28: Drawing attention to the deplorable road condition between Seppa and Bana in East Kameng district, the East Kameng Chamber of Commerce and Industry (EKCC&I) has called upon the concern authority for repairing of the road immediately.
In a release, it said, the road is being used by more than 200 to 300 vehicles every day. If the road is not maintained, the day wouldn’t be far when instead of travelling by vehicle, people will have to walk.
It further suggested that the state government place a proper allocation of funds for the maintenance of the road.
ASYF calls for action against illegal earth cutting
ITANAGAR, Oct 28: Alleging illegal earth cutting along the PWD road from Khunglo village to Pith Nallah near Sagalee in Papum Pare district has caused serious damage to the drainage system and the road, the All Sagalee Youth Federation (ASYF) has called for prompt action against the wrong doers.
In a complaint to the SP Papum Pare, the ASYF stated that some people from Charling village/Pith village had carried out the illegal earth cutting on the road without any approval from the concern authority.
It is a serious cognizable offence under section 3 of the Prevention of Damage to Public Property Act, 1984. If the earth cutting is not stopped, the road will be washed completely away during the next monsoons, it added.

Ironically, the condition of the lone bridge is so bad that even the denizens of the area fear to step on it. We will overcome all odds
Dear Editor,
Paving the way for a great journey ahead, Minister, Health and Family Welfare, Govt of Arunachal Pradesh, visited First Referral Unit (FRU) Ruksin on October 25 with his staffs.
One of the most versatile and well versed Ministers in the entire state; he walked along with Doctors and staffs, through the long corridors of the one and only functional FRU in the entire State.
Arriving early, he walked through every rooms of the hospital. Mr Minister even had a peep at the indoor toilet, a rare gem of an attitude found in high profile visitors. He interacted with admitted patients (Surgery, Obstetrics and gynaecology, Medicine, Orthopaedics etc) and enquired about the shortcomings of the hospital.
In the meantime he interacted with his officer and asked him to arm the establishment with adequate manpower and basic emergency facilities so that the people of Ruksin Subdivision and other adjoining Subdivisions viz, Nari, Likabali doesn’t suffer.
In his interactive speech he felt sorry for the dilapidated state of the unused
sophisticated machines in RDC, Ruksin and promised to take immediate remedial step.

Mr. Minister appreciated the team of Doctors and staff posted at FRU Ruksin, for their relentless service to the mankind that too with bare minimum facilities available and urged them to continue their effort in bringing down IMR and MMR, malaria related deaths.
My appreciation goes out for Mr. Minister for having such detailed knowledge of the Health structures and health Indicators of the nation and Arunachal Pradesh in particular. It was like; he had all data in his finger tips. He was so well acquainted with medical terminologies which otherwise are tongue twisters for the common man. In spite of not having medical background, he was so well read that one would be taken aback with his vast knowledge of medical sciences.
He strongly sent out the message, that to bring changes and improvement in any sector one should have thorough knowledge about the system.
Mr. Minister, you are indeed a great personality to be with, and I am of the opinion that, Arunachal Pradesh, Health and Family Welfare Ministry is going to be one of the most appreciated ministries and armed with your views, we are sure to achieve new heights in health sector.
With you on our side we are certain that we can overcome all odds.

Dear Editor,
I had joined Delhi University with lots of hope to get good higher education and then to return to Arunachal Pradesh to get some good job. This has been the aspiration of my parents and I think it’s the aspiration of all the parents.
In the context of recent problem of APPSC mains paper-
There has been no strong protest from student unions of AP, Chief Minister, opposition
party, NGOs, elite societies, civil societies etc except for this esteem paper to
reveal the leakage of the APPSC mains-
As an educated youth of AP, I would like to request our Chief Minister Nabam Tuki to reform the commission and give hope to the thousands of educated youths of the state.
UPSC has established a fool proof procedure and mechanism to recruit best people to administrate India.
My humble suggestion to the chief minister and the commission is to adopt the way UPSC conducts its exams. Such adoption would not only help APPSC maintain a respectable and clean stature but would also keep the hope of thousands of youths of AP alive for all generations to come. When the hopes of educated youths die, the society will turn into chaos.

Indeed there lies everything wrong in our sense of cleanliness. A massive campaign needs to be urgently launched urging all to clean their minds by getting rid of zealous “nationalism”, divisive thoughts, bias and prejudices and philistine attitude towards the women folk who have been rendered to mere “sex objects”.
